Strengthening Principal Preparation

Since 1995, NASSP has been involved in the Educational Leadership Constituent Council (ELCC), an effort to improve the quality of educational leadership preparation programs at universities and colleges. The consortium consists of NASSP and representatives from the American Association of School Administrators (AASA), the Association for Supervision and Curriculum Development (ASCD), and the National Association of Elementary School Principals (NAESP). The ELCC is now housed at the NASSP Department of Professional Development Services.

The ELCC is authorized by the National Council for Accreditation of Teacher Education (NCATE) to conduct reviews and make decisions about the quality of university-based graduate programs in educational leadership using nationally recognized standards developed by the National Policy Board for Educational Administration (NPBEA). The ELCC standards are based on the Interstate School Leadership Licensure Consortium (ISLLC) standards required for licensure of principals in many states.

Out of the estimated 500 universities and colleges that offer programs in educational leadership, about 287 choose accreditation through NCATE. The ELCC has conducted reviews on 166 of these programs since 1997. Of these, 111 (67%) have gained “National Recognition” by the ELCC for one or more of their educational leadership programs.
